The White House said it was still looking into reports of drones hitting Moscow today, and repeated that it did not condone any assaults within Russia.
It said it was helping Ukraine get back its land, and blamed Russia for attacking Kyiv, which has been hit by drones or missiles 17 times this month.
Russia said Ukrainian drones targeted areas in Moscow where Putin and other Russian leaders live. Two people were hurt in the attacks, the mayor of Moscow said.
Putin said the attack was a bid to frighten and anger Russia, and that he would boost air defenses around the city.
